Public Services

There are many public service agencies in Malden that provide the necessities of food, housing and jobs to Malden’s low and moderate income residents. And, when these providers turn to the city for help, community leaders, when possible, have come forward with some much-needed financial and humanitarian assistance.

The Mayor and Malden City Council direct the Malden Redevelopment Authority to allocate federal Community Development Block Grant (CDBG) funds to support public service programs. Combined, these programs served more than 15,000 of Malden’s less fortunate residents.

Public Service Programs That Have Received U. S. Department of Housing & Urban Development CDBG Assistance

Anti-Vandalism Program: This program, which provides alternative sentencing for youthful offenders, was established 20 years ago. Malden District Court judges sentence young people, who are charged with minor crimes to be counseled about becoming responsible citizens as well as performing community service tasks in lieu of a permanent record or jail time.

Bread of Life: This program serves hot meals at St. Paul’s, the First Baptist and Centre United Methodist Churches four evenings per week to low income and homeless persons in Malden using CDBG funds along with donations from other local public service providers and area churches and synagogues. During this reporting period, more than 3000 persons received food from the pantry or were served hot meals by a network of volunteers from 28 religious organizations. (781) 397-0404

Kids Stop After School, Inc.: This program offered summer day care and after school recreational activities utilizing CDBG funds to assist over 60 low/moderate income local children, ages 6 to 12 each year. (781) 321-0066

Council on Aging:  CDBG funds are used to fund a portion of many social and health related programs operated at the Senior Center in Malden Government Center. These programs, carried out by a staff of professionals, benefit more than 4,000 Malden senior citizens. (781) 397-7144

YMCA Outreach: Utilizing CDBG funds, the YMCA continued to serve Malden low income youths. The Outreach Program operating out of both 83 Pleasant St. and the Newland Street Community Center, provides a number of activities including day care, indoor youth craft and computer instruction, sports and alternative outdoor activities during the summer months. It serves over 240 low and moderate income youths. (781) 324-7680

YWCA Outreach: The YWCA uses CDBG funds to administer its Youth and Teen Programs. The primary focus of the Teen Program is to provide after school, educational, social and other activities such as self-defense courses, dances and public information seminars for low and moderate income teenage girls. This program operates out of 54 Washington St. and Malden High School. It provides multi-cultural enrichment/arts classes designed to promote cultural, racial and sexual awareness and sensitivity. Summer Youth Program: The Summer Youth Program consists of low/mod parks instructors, aged 17 to 20, and a supervisor who conducts recreational activities in six low/mod neighborhood parks. In addition, youths assists various city departments at the Government Center. Salaries for youths are paid from a CDBG allocation.

The Immigrant Learning Center: This program funded  was designed to meet the English language needs of Malden’s foreign-born low and moderate income adult residents. It emphasizes life skills and instruction in speaking, reading and writing. The English as a Second Language (ESL) Program graduats more than 130 Malden residents yearly. (781) 322-9777

Club 24: This organization’s mission is to reach out to Malden residents seeking sobriety support. CDBG funds were used to pay for on-site administrative and referral services and counseling for over 250 persons. (781) 321-2424

Mystic Valley Elder Services: The CDBG Program provids funds to help provide lunch every Wednesday and Thursday at the Senior Center for Malden Asian senior residents. Staff assists approximately 100 weekly lunch participants with social, medical, language and cultural issues. (781) 324-7705

North Shore Black Women’s Association: The CDBG program provided this organization funding to provide scholarships for low and moderate income Malden High School students and to help finance the annual Martin Luther King Jr. Memorial Luncheon. The program has more than 450 participants. (781) 324-7547

Elderly/Disabled Transportation Program/MHA: This collaborative program provides transportation services for medical appointments and food shopping for over 375 elderly and disabled persons. Malden Housing Authority along with the Senior Center coordinates the ride requests, the city provides the vehicles and the Malden YMCA provides the drivers.

Tailored For Success: This organization provides employment assistance to low income women. Job interview counseling and appropriate attire were provided for free to 20 low income women. (781) 324-0499

Asian Spectrum: These funds, are used to support a very popular, live local cable program that assists Malden’s Asian residents with accessing needed services and celebrates Asian culture. It is broadcast weekly on Malden cable access as well as on Boston cable.

Malden Neighborhood Basketball League: This is a community-based basketball program that serves low moderate income youths who are unable to play varsity level sports. It provides an organized recreational outlet as well as counseling for over 75 high school aged boys. (781)-324-4420

SCM Transportation: Transportation services are provided for over 70 Malden disabled or elderly residents who had to travel into Boston for medical care.  (617) 625-1191

Tufts University Sharewood Project: Tufts operates a free health clinic one evening per week at the Centre United Methodist Church. The program  provides health care services for over 90 low income Malden residents. (781) 324-8991

Healthy Malden, Inc: Working with Healthy Malden Inc., the city allocates CDBG funds for the counseling of low and moderate income Malden Youths. This agency provides counseling and mentoring to "at risk" youth in the High School. (781) 388-4404

Tri-City Community Action Program: This Malden-based anti-poverty agency helps operate its Housing Advocacy Program that serves nearly 250 Malden low income households. (781) 322-4125

Portal to Hope: The Malden Victim Advocacy Project offered by the agency serves low and moderate Malden residents whose lives have been impacted by domestic violence, sexual assault and stalking crimes.  (617) 290-4151

Salvation Army: This faith-based organization utilizes CDBG funds to operate an emergency services program in which Malden residents seek funds to pay overdue heating, electric and rental expenses up to $250 each year in order to keep their apartments or pay an extraordinary expense.
