The Malden Redevelopment Authority (MRA), an economic development and planning agency, is seeking an experienced, professional to fill the role of Community Development Director.
The Community Developer Director position is a full-time position responsible for the administration of the City of Malden’s federally-funded Community Development Block Grant Program (CDBG) which provides assistance to housing, neighborhood revitalization, public services and economic development programs. The Director is responsible for the overall administration of the CDBG program, particularly with regard to federal reporting and planning requirements, policy development and the annual budget making and public participation processes.
Examples of Duties:
Interpret and ensure compliance with all federal regulations and requirements (e.g. preservation and environment).
Provide information and respond to requests regarding CDBG requirements, rules and activities; coordinate annual meeting; administer annual funding decisions on behalf of City.
Provide direct project administration and management.
Draft sub-recipient agreements and amendments.
Oversee activities of sub-recipients; ensure compliance with agreements and program regulations.
Complete monitoring and maintain project files, reports and records; utilize HUD Integrated Disbursement Information System (IDIS) to set-up and close out program activities.
Act as Labor Standards Officer; ensure that Davis Bacon wage requirements are met on identified projects by monitoring contractor compliance.
Investigate and apply for grants to supplement program budgets.
Knowledge, Skills and Abilities:
Knowledge of local, state, and federal government process, regulations and guidelines related to Community Development Block Grant (CDBG) Program.
Contract management, grant research, grant writing and administration.
Experience with Microsoft Office Suite applications including Excel, Word and PowerPoint. IDIS knowledge preferred.
The ability to convey issues and problems clearly both in writing and orally is required.
Strong organizational skills.
Education & Experience:
A bachelor’s degree is required. A master’s degree or equivalent work experience in a related field is preferred. Experience with CDBG administration, Consolidated Annual Action Plan and Consolidated Annual Performance Evaluation Reports are preferred.
Mid to high $60,000s. Commensurate with experience.
